It's not confirmed in the sense that Gaiman hasn't made a statement saying it was definitely him, but it's his personal verified account. It's been a little over two weeks since the tweet. If he'd been hacked there would have been a statement by now.

For what it's worth, I don't know if I have read more Gaiman than you, but the language didn't strike me as out of character for him.
